David has held the role of community safety manager with Royal Berkshire Fire and Rescue Service (RBFRS) since 2002. In this role he has experience of sitting on six local strategic partnership boards, representing RBFRS, contributing to debate and discussing development needs of the partnerships. He has contributed to the development of all six local area agreements in the Berkshire area and influenced the partnerships to adopt the RBFRS performance management system as a portal for use by each of the five partnerships, to monitor their local area agreement targets. He is currently working with LSP policy officers to develop the portal further so that common areas of risk can be identified.
He has been successful in influencing all the LSPs he has worked with to include targets about fire and rescue in their Local Area Agreements (LAAs). RBFRS is now involved in the healthier communities partnerships, children and young people’s partnerships and economic and enterprise partnership throughout Berkshire. There is increasing awareness of the RBFRS contribution to community planning / development and ensuring wide ranging support for RBFRS targets.
He has developed innovative strategies and resources in partnership to support local strategic partnership priorities and has positioned a web based education resource so that it can support local strategic partnership action plans.
Dave led an elected member community safety forum which aims to increase elected member involvement in RBFRS community safety strategy.He has trained and developed staff to take part in partnership working and to contribute to partnership meetings. Members of Dave's team now chair sub groups of crime and disorder reduction partnerships (CDRP’s) and LSP’s. In a previous role Dave led and facilitated a major staff consultation process over a number of years which aimed at improving working relationships. This process has now become embedded within RBFRS culture.
