Local authorities across England are rising to meet new challenges relating to population change as a result of migration. In the South East, the main driver of population change over recent years has been the significant inflow of migrants from central and eastern European countries, since they joined the EU in May 2004.

Migration is a cross-cutting issue, which impacts on local and regional economies, housing markets, employment, education and skills. At a local level, it has implications on community infrastructure, access to services and community cohesion.

As such, it requires a wide range of partners to work in a collaborative and joined-up way to understand better what the migrant profile is locally and develop appropriate strategies and services. It is particularly important for local authorities and their public service partners to work alongside those who tend to have the best links to migrant workers, such as employers, employment agencies, landlords and voluntary and faith organisations.

Why is PtP holding this event:

  • To hear findings from the recent study, ‘Migrant Workers in the South East Regional Economy’ (2008)

  • To explore how councils and local partners can maximise the positive impacts of migration

  • To identify the impact of migration on the local and regional economy and labour markets

  • To explore how councils and local partners can respond to the challenges of addressing the social impacts of migration and associated service provision issues

  • To discuss how the leaders of different local agencies can work in partnership to address these issues in a more holistic way

  • To identify good practice, learning from what is happening in other areas


Objectives/Outcomes of the workshop:

Delegates will leave this workshop with:

  • Increased awareness of migrant worker flows and profiles in the South East

  • A better understanding of the economic and social impacts of migration – including what this means for their local area

  • More ideas about address the challenges and maximise the positive impacts of migration – in particular by working in partnership

  • Improved knowledge of good practice around addressing the issues of migration

This session will bring together a small group of strategic leaders from across the South East to take part in an interactive debate around migrant workers and to scope innovative ways to address the issues – with a focus on how working in partnership across agencies can help to achieve this.

It will be aimed primarily at Chief Executives and strategic leaders from local authorities and other key agencies, including local businesses, Learning & Skills Councils (LSCs), Jobcentre Plus, Citizens Advice Bureau, Housing Associations, Primary Care Trusts (PCTs), schools and local Police.

The discussion will be introduced by Anne Green, Principal Research Fellow at the Institute for Employment Research, University of Warwick.
