Meet our Facilitators

  • Jennifer

    Jennifer McNeill

    Regional Director

    Jennifer specialises in business, organisational and management development, performance improvement, and developing people. As Regional Director, Jennifer is responsible for providing a customer-focused, responsive advisory and consultancy service from SEE to councils and other organisations. Jennifer is an Adviser to the Local Government Employers on matters relating to pay and conditions of employment, and is the Secretary to the Regional Joint Council to facilitate joint working between councils and trade unions. Jennifer has many years experience as a senior manager in local government and the fire service. A qualified and experienced mediator, Jennifer also advises on employment law and complex employment matters, organisation restructuring, team building and equality and diversity. Jennifer is a Chartered Fellow of the Chartered Institute of Personnel and Development (CFCIPD); has a Masters Degree in Human Resource Management; a B.A (Hons) Degree in Business Administration; a B.Ed (Hons) Degree; is trained in Myers Briggs and FIRO-B; and is an accredited officer peer to support the Equality Framework for Local Government.

  • Mark Palmer

    Mark Palmer

    Development Director

    With a focus on leadership and organisational development initiatives, Mark heads the Improvement and Governance Unit and has a lead role in the facilitation and delivery of programmes to enhance effective governance, scrutiny and accountability. Specialising in political management, he is a strong advocate of local democracy and manages the implementation of the Charter for Elected Member Development across the South East and East of England. Mark also leads on consultancy assignments around Cabinet and Overview and Scrutiny development, Performance and Improvement, Community Leadership and Councillor Personal Development Planning. Mark has experience of working in Local Government at County, National and Regional levels and is a Chartered Fellow of the Chartered Institute of Personnel and Development (CFCIPD) and has a Masters in Business Administration (MBA).

  • Jackie

    Jackie Shefferd

    Development Consultant

    Jackie is an experienced and well-qualified development consultant, with a career background in Local Government. She is a Fellow of the Chartered Institute of Personnel & Development (CFCIPD). Jackie’s work includes the design and delivery of leadership, management, coaching, and mentoring programmes. She is a qualified Neuro-Linguistic Programming (NLP) practitioner and holds an Honours degree in public policy and administration, training and development qualifications and Level 5 NVQ in Management.

  • Sian Campbell

    Sian Campbell

    Development Consultant

    Sian works with both officers and councillors, specialising in mentoring, partnerships and councillor development.

    Sian joined SEE from Hampshire County Council where she worked closely with councillors to provide advice and support as part of ongoing work to promote the understanding of key national, regional and sub regional issues, and the local role of the councillor. She holds an undergraduate degree in Psychology and postgraduate degrees in Public Administration and Information Technology.

  • Sue Keogh

    Sue Keogh

    Improvement and Development Consultant

    Sue has a wide range of experience as a development consultant working mostly in Local Government.

    She has worked on a range of consultancy projects for officers and councillors including training needs analysis and evaluation. She is a qualified NVQ Assessor and Verifier, and holds both a Diploma in Training Management and a certificate in Business Consultancy. She is an active member of the steering group to set up professional Association for Democratic Services and of the National Implementation Group to develop a new qualification in Democratic Services.

    Steve Palframan

    Independent Health & Safety Consultant

    Steve works extensively with SEE as an associate. He specialises in the public sector and has worked with numerous county, district and unitary authorities as well as London Boroughs and Government Departments and Agencies. A Registered Safety Practitioner and a Fellow of the Institution of Occupational Safety and Health (IOSH), Steve had over twenty years experience as a Health and Safety Adviser with Ford Motor Company and Southampton City Council before setting-up his own consultancy.
