Case Study – Winchester City Council
Getting from talk to action is the Holy Grail for LSPs, but the Winchester District Strategic Partnership (WDSP) took a step in the right direction when it used funding from Progress through Partnerships to hold an action planning event.
The aim of the event on the 28th and 29th June 2007 was to gain commitment to action from a wide variety of local partners – not just the ‘usual suspects’. Held over a day and a half, the event was split into three repeated sessions to ensure that as wide a group of partners could come at a time that suited them.
The Outcomes Based Accountability methodology was used to look at improving performance management. The workshops looked at the five key outcomes of the WDSP Community Strategy and participants identified a priority indicator for each outcome that they thought needed extra effort and action planning to make a real difference.

“The event was extremely successful in bringing together a good number of partners, both new and current,“ said LSP Manager Antonia Perkins. “The WDSP now has an impressive amount of individual and organisational commitments and actions which will contribute towards making the five key priorities for action a reality”
“These will form the basis of an action plan we can now monitor to see if what we are doing is having an effect. The event has also helped focus the partnership on action and performance management.”
As part of the event a ‘market place’ was also set up where partners could have stalls to showcase local projects.
