Principles of representation: A framework for effective third sector representation in Local Strategic Partnerships

The  Local Government White Paper, Strong and Proposerous Communities set out the Government's intention to "work with national third sector umbrella bodies to establish a standard by which local third sector bodies should organise themselves to be effectively represented on LSPs".

This document has been drafted by a third sector stakeholder group, facilitated by Communities and Local Government and is sector owned and led. The document provides a set of guiding principles intended to assist the local third sector to organise itself and maximise the impact of its voice on LSPs.

LAA Dry-run negotiations: Final Report: Headline Messages 2007

This report outlines the headline findings of the LAA dry-run negotiation process which was undertaken between April and July 2007. This exercise was undertaken in preparation for the introduction of new LAAs as set out in the Strong and Prosperous Communities: Local Government White Paper.

The findings and recommendations in this report are those of the consultant authors and do not necessarily represent the views or proposed policies of Communities and Local Government.

An Introduction to the Local Performance Framework - Delivering Better Outcomes for Local People

An Introduction to the Local Performance Framework: Delivering Better Outcomes for Local People has been jointly produced by the Department and the Local Government Association (LGA). It provides a clear overview for all those helping to implement the new performance framework, including local area agreements (LAAs). A detailed timetable is also included.

Local area agreements need to be in place by June 2008, to cover the period 2008-2011. These LAAs need to reflect up to 35 local shared priorities, along with plans to comply with the streamlined set of 198 national indicators.

Joint Inspectorate Consultation of Comprehensive Area Assessment

The proposals in this latest consultation document on Comprehensive Area Assessment (CAA) represent a major step forward in achieving a more joined-up and consistent approach to the assessment of local services. Consultation on CAA will be open until 5pm on Friday 15 February 2008.

Local Area Agreement Culture & Sport Toolkit

The purpose of the LAA Culture and Sport toolkit is to support Local Strategic Partnerships to embed culture and sport within their Local Area Agreement, provide clarity about how culture can support the aims of the sustainable community strategy and to raise awareness of the important contribution that culture and sport can bring to community life.

The toolkit is aimed primarily at LSP chairs, Chief Executives, Local Area Agreement co-ordinators, the local authority elected member Culture portfolio holder and the Directors of Culture and Leisure services. It would also be a useful tool to all key policy leads and their supporting partnerships, such as Crime and Disorder Reduction Partnerships, Children and Young Peoples Strategic Partnership as well as to Directors of Children’s services and Primary Care Trust Chief Executives and their staff.

The toolkit has been co-developed by a number of regional agencies who want to promote the culture and sport agenda within the region. The project was lead by the Government Office for the South East in partnership with Culture South East, the South East England Development Agency, the Learning Skills Council, Museums Libraries and Archives South East, Arts Council England South East, Sport England, English Heritage and Tourism South East

Creating Strong, Safe and Prosperous Communities Statutory Guidance: Draft for Consultation

The draft document, which is subject to consultation, provides guidance to local authorities and their partners on creating strong safe and prosperous communities, specifically relating to new legislation introduced in the Local Government and Public Involvement in Health Act 2007. The guidance covers, Local Strategic Partnerships, Sustainable Community Strategies, the new duty to involve, Local Area Agreements, the revised best value regime and commissioning.

The closing date for responses is 12 February 2008.
