The PtP Central Fund 2009/11

Introduction

PtP is now offering a third round of the Central Fund which provides every south east LSP with funding for development activity.  £6000 is available per local authority area.

Since it was launched over £500,000 has been allocated to LSPs in the region through the Central Fund for bespoke support and development activities commissioned directly by LSPs.

Please note: While there is no reason to assume that funding will not be forthcoming, funding for Central Fund assignments in the second financial year (2010-11) is contingent upon IESE funding being signed off by Communities and Local Government (CLG). We encourage areas to submit applications on the basis that funding is likely to be available. If you have any queries, please contact your PtP area lead

Deadlines for applications

The Central Fund opens on 1st August 2009. Funds may be claimed immediately subject to submitting an application that meets the fund criteria and completing an LSP self-assessment.  The following deadlines also apply:

30th November 2009– Deadline for submitting outline applications

28th February 2010 – Deadline for submitting final applications

31st July 2010– Deadline for claiming funds

24th December 2010– Final deadline for claiming funds (for staged activities)

We would expect the majority of activities to take place in the period Jan-July 2010; however where activities form part of a staged development programme, they may extend into the autumn and will need to be agreed on a case by case basis.  In all cases, LSPs will need to inform PtP what activities were delivered and submit their final invoices within six weeks of the last activity. The final deadline for claims against the fund will be 24th December 2010. Any invoices submitted after this date will not be processed.

Criteria

Applications will need to meet the following criteria:

  • Activities must be linked to LSPs development needs, as identified in its self-assessment

  • Activity must directly support one or more of the following:

    • the development of the LSP

    • the development of other local partnerships linked to the LSP

    • LAA delivery

  • Activity must add-value – i.e. there must be some output resulting from the activity that aims to improve partnership working and/or improve the delivery of services through collaborative action

  • Funds cannot be used for capital spend (e.g. equipment purchases)

  • Funds cannot be used in respect of pre-existing staffing costs or new staff appointments

Pooling of funds

In previous rounds, groups of LSPs have pooled some of all of their Central Fund to fund joint activities, both across a county area and by neighbouring LSPs. We would encourage this to take place again.

Self Assessment

The PtP self-assessment was drafted prior to the Local Government and Improvement in Health Act and the advent of CAA and does not fully reflect the latest legislation and guidance. In 2009 the Audit Commission produced a National report ‘Working Better Together’ which included a self-assessment tool.

The Improvement Network has developed an LSP Improvement Tool based on the Audit Commission report. This consists of a questionnaire with 58 questions which are answered using a traffic light RAG rating system. This questionnaire can be completed online which allows a summary report to be returned for use at LSP meetings. Follow this link to find out more about the Tool.

To avoid duplication PtP will discontinue the use of its own assessment and ask LSPs to complete the LSP Improvement Tool developed by the Improvement Network.

On completing the online assessment, LSPs will be provided with a pdf of their responses. This can then be used to support the development of the Central Fund application and should be forwarded to PtP as part of the bid.
